SUPREME COURT PANEL OPENS DIGITAL EVIDENCE GATE FOR JULY PROTEST VIOLENCE VICTIMS

October 17, 2026

NEW DELHI, OCTOBER 17: A high-powered inquiry committee appointed by the Supreme Court has launched an online portal to receive complaints, representations and evidence concerning violence during the Cockroach Janta Party (CJP)-led protests at Delhi’s Jantar Mantar and other locations outside the national capital in July 2026.

The Union home ministry said the portal, hpec.nic.in, would facilitate submissions from all affected persons, including police personnel, witnesses and other stakeholders. The committee will prioritise complaints concerning the alleged use of pellet guns, targeted violence and harassment of female protesters, as well as excessive violence and property destruction by either side.

Designed to protect vulnerable witnesses, the portal allows complainants to keep their identities confidential if they wish. Submissions may also be delivered in person at the committee’s office at Shiksha Sadan, Rouse Avenue Institutional Area, New Delhi, between 2 pm and 4 pm on working days, or sent by post or email.

Headed by retired Supreme Court judge Justice R. Subhash Reddy, the five-member committee was constituted by the apex court to investigate the incidents and examine allegations of police excesses against student protesters alongside claims of violence against security personnel.

The clashes occurred during a CJP-led march towards Parliament on July 20. The committee’s inquiry is intended to examine the allegations impartially and gather evidence from those affected, in accordance with the Supreme Court’s directions.
