RUBIO DISTANCES WHITE HOUSE FROM UKRAINE’S STARLINK ACCESS, SAYS CONTROL RESTS WITH MUSK’S SPACEX
October 22, 2026
WASHINGTON, OCTOBER 22: US Secretary of State Marco Rubio has said that Ukraine’s access to the Starlink satellite communications network is controlled by Elon Musk’s SpaceX rather than the White House, drawing a distinction between the American government and the private company operating a system vital to Ukraine’s wartime communications.
Rubio’s remarks come amid renewed attention to Ukraine’s dependence on satellite connectivity for military communications and other operations during its war with Russia. Starlink, operated by SpaceX, has become an important communications resource for Ukrainian forces and authorities since Russia’s full-scale invasion in February 2022.
By stating that the system’s access is controlled by SpaceX, Rubio placed responsibility for decisions concerning the service with the company rather than the White House. His comments highlight the role of private technology providers in conflicts where commercial satellite networks have become strategically significant.
The issue has gained importance amid tensions surrounding US support for Ukraine and questions about the continuity of intelligence-sharing and other forms of assistance. Any disruption to satellite communications could have consequences for Ukrainian military coordination and communications in areas affected by the war.
SpaceX’s Starlink network consists of satellites in low Earth orbit that provide internet connectivity through ground terminals. Its relatively rapid deployment and ability to operate in areas where conventional infrastructure has been damaged have made it an important communications tool for Ukraine.
Rubio’s statement underscores the distinction between government policy and decisions made by a private company whose technology has acquired a substantial role in the conflict. It also highlights the growing influence of commercial space infrastructure in modern warfare, where access to communications networks can carry operational and strategic consequences.
The wider question of Ukraine’s access to Starlink remains tied to the relationship between Kyiv, Washington and private technology providers, as the war continues and the reliability of external support remains a critical concern for Ukraine.
